EIA stats are controversial; many believe them to be skewed in favor of government policies. Note that explanations have nothing to do with the intention to conserve or the development of renewable energy.

WHAT
Preliminary reports find US fossil fuel CO2 emissions fell by 1.3% last year.
WHEN
- 2006: 5.88 billion metric tonnes CO2
- 2005: 5.95 billion tonnes CO2
- Emissions rose by 1%/year between 1990 and 2005. (Total gain: 17.9%)
- Largest drop since 1990.
WHERE
The United States. (Does anybody know if that includes Hawaii and Alaska?)

WHY
Suggested factors: Weather--warmer winter, cooler summer w/decreased A/C and heating; Higher fuel prices=restrained use.
QUOTES
Fossil fuel emissions are 80% of total emissions. The rest are probably from me.
