June 21, 2007 (Reuters via Yahoo News Asia)
WHO
Norway Ministry of Oil and Energy (Minister Odd Roger Enoksen), DONG Energy, Norsk Hydro , Shell , Statoil and Vattenfall
WHAT
A cooperation agreement between Norway and the 5 companies will fund and manage a test center for carbon capture and storage, a system create electricity from coal while eliminating the emission of greenhouse gases (GHGs).

WHEN
The cooperation agreement will see the project to its next stage in the 1st quarter of 2008, when the decision about investment will take place.
WHERE
The test center will be at a Mongstad power station on Norway’s west coast.
WHY
- The agreement is to regulate the planning and preparation for the test center.
Norway is the 5th largest oil exporter in the world. Capture of emissions removes the question of climate change from the use of oil or gas as grid power. Injection of captured CO2 gas could enhance recovery in Norway’s North Sea oil wells.
- Statoil hopes to capture 100,000 tons of greenhouse gas emissions between its Mongstad oil refinery and a new IGCC power station under construction which will generate 280 megawatss of electricity and 350 megawatts of heat when it comes online in 2010.

QUOTES
Odd Roger Enoksen: "The government's vision is to contribute to developing technology which will reduce cost and lead to a widespread use of carbon capture and storage technology…"
